QUICK REFERENCE GUIDE TO CHANGE OUT HIGH EFFICIENCY FILTER IN PBAR PREVAULT

High Efficiency filter is located as EF-3

 

Before changing out high efficiency filter:

 

 

TURNING OFF FANS AT AP0 WILL CAUSE FIRUS ALARM INDICATIONS IN THE MCR AND DISPATCH! 

 

1.         Notify security dispatch (xFlaherty x4507 or Dispatch x3414) and the MCR x3721 that the fans will be turned off and to disregard the alarms.

 

2.         Have FESS Engineering (Mike Michilak x8505 or Cedric Madison x5190) turn off AHU 1, 2, and 3.  This can be done remotely from their computers.  Turning these fans off will minimize or eliminate the AP0 building overpressure to the prevault and pretarget tunnel.

 

3.                  EF-3 has to be turned off locally.  FESS engineer should come out to AP0 and turn it off at the breaker.  There is a breaker box just inside the south door to AP0.  A LOTO lock for the worker changing the filter (usually a MS technician) should be placed onto the breaker box.

 

4.                  The “Target Cooling Blower” also needs to be turned off.  Pbar MS technicians turn this off.  FESS does not have remote control of this fan.

 

5.                  Leave The AP1 Stack Fan ON.  This is known as “EF-1.”  It nominally runs at 600 cfm.  It is ok to leave this fan on when we change the high efficiency filter.

 

6.                  An MS respirator qualified worker will do the actual work to change the filter.  He should wear positive pressure hoodie with full protective clothing.  An RCT, dressed out the same, will cover the work and assist as necessary.  Both workers should also wear Personal Air Monitors (PAMs) and submit them to RAF for counting after the job is complete.  It is very important to record the start time, the end time, and the flow rate for the PAMs.  The RAF data is useless without this information. 

 

7.                  The old filter should be pulled into a bad designed for this purpose.  The new filter should be installed properly, with a new bag ready for the next time.  A separate procedure is being written by MS for how to change the filters.

 

8.                  The old filter in the bag should be surveyed and labeled.  It should be taken to TSB for decay in storage.

 

9.                  Contact ES&H Section to have the filter efficiency check done on the new filter.

 

10.              Once the new filter is installed and the housing is secure, the MS technician should remove his LOTO lock from the EF-3 Breaker.  The FESS engineer should return to AP0 and power the EF-3 fan.  The FESS engineer should also turn AHU 1, 2, and 3 back on.  The MS technician should turn the “target cooling blower” back on.

 

11.              Notify the MCR and Dispatch that all of the fans should be back on, and that they should return to regarding firus alarms for AP0 ventilation system as real.
